The Citizen Services Division is comprised of six programs: Crossing Guards, Citizen Advisor, Neighborhood Councils, Senior Services, Cultural Arts Center, and Youth Services.

provides Crossing Guard assistance to elementary school-aged children at 18 different locations serving 13 elementary schools throughout the City. For additional information regarding this program, please call the Crossing Guard Coordinator at 583-6759.
The Citizen Advisor Program
is responsible for responding to citizen requests for information and referrals. Requests are generally related to landlord/tenant issues, business disputes, neighbor disagreements, automotive repair problems, advertising fraud, and other consumer concerns. Through this program, citizens are also furnished information regarding public health and safety matters in coordination with the Ventura County Environmental Health Division. Additionally, this program provides City participation with regional and local agencies in addressing homelessness issues, including coordination of the Task Force on Homelessness, and the Directories of Services for the Homeless and Needy.
