The City strives to assist the public in understanding the plan review process by outlining the timelines for the different projects, and to offer some guidelines to assist in the types of information that is needed to conduct a plan review.  The extent of the review required to issue permits for a project depends upon the use or occupancy type of the structure, as well as its location and the impact of its construction on the environment.

 The goal of the Building and Safety Division is to complete all plan reviews within 10 to 15 working days for initial reviews, and 8 to 10 working days for re-submittals.  Small residential additions and minor interior improvements of commercial space may be reviewed and permits issued in one visit (over-the-counter plan review).  However, this depends on the current daily workload of the Plans Examiners.

Seismic and Wind Design Requirements

Architects and engineers' most common questions are related to the basic requirements for seismic and wind design.  The City of Simi Valley is located within seismic zone 4, and the basic wind speed is 70 M.P.H. with a design exposure of C.  If you have any questions regarding these requirements, please call a Plans Examiner at (805) 583-6723.

Minimum Requirements for Submittal of Plans

All new construction projects, additions, remodels and tenant improvements are required to submit three (3) complete sets of plans for review.  Plan submittal requirements are organized into three (3) categories:

  • New Homes and Room Additions,
  • New Commercial / Industrial, and
  • Tenant Improvements. 

The plan review guidelines are provided to assist you with a basic understanding of the types of plans and drawings that are needed for the Plans Examiner to conduct a plan review.
