What is Zoning?

Zoning is a planning tool used by the City of Simi Valley to ensure that different land uses (such as residential, commercial and industrial) are located in appropriate areas and are compatible with adjoining uses and zones. Zoning also ensures that there will be an adequate and appropriate balance of different land uses for the future growth of the City.

What is a Zone Change?

A Zone Change is the process of changing a property's current zoning classification to another zoning classification.

How Do I Request a Zone Change?

The process of changing a property's zone is initiated when the property owner(s), or a legal representative, files an application with the City of Simi Valley, Department of Environmental Services. Each owner of record must sign the request for the Zone Change. The application is to be accompanied by applicable non-refundable processing fees for the Zone Change (refer to the Summary of Service Charges). In some cases, a Zone Change will require an amendment to the Simi Valley General Plan.

How is a Request for a Zone Change Processed?

An analysis of the proposed Zone Change will be prepared by the planning staff as part of a recommendation to the Planning Commission. In accordance with the California Environmental Quality Act (CEQA), an Initial Study will also be required in order to address any potential significant impacts on the environment.

The California Government Code requires verification that:

  • The Zone Change is consistent with the objectives, policies, general land uses and programs of the City's General Plan; and,
  • The City has considered the effect of the Zone Change on regional housing needs and has balanced these needs against the public service needs of its residents and available fiscal and environmental resources.

If either of these findings cannot be made, the Zone Change must be denied.

How is a Decision of a Zone Change Determined?

The proposal for a property's Zone Change is heard at two public hearings:

  • First, before the Planning Commission for a recommendation to the City Council; and,
  • Second, before the City Council for approval, denial or modification.

If the Zone Change is approved, an ordinance must be adopted through a first and second reading by the City Council. The Zone Change becomes effective 30 days after completing the second reading (as required by State Law).
